Place a nonstick saucepan over medium heat, add the milk, and bring to a boil. Add the saffron, lower the heat to low, and simmer for 30 minutes or until the milk is reduced by half.

Add the sweetened condensed milk, almonds, and pistachios, and stir well. Remove from the heat and set aside to cool to room temperature.

Add the khoya and stir well. Pour into individual kulfi molds (see Notes) and place them in the freezer to set.

When firm, unmold and serve immediately.
