Place a nonstick saucepan over medium heat, add the milk, and bring to a boil. Add the saffron, lower the heat to low, and simmer for 30 minutes or until the milk is reduced by half. |

Add the sweetened condensed milk, almonds, and pistachios, and stir well. Remove from the heat and set aside to cool to room temperature. |

Add the khoya and stir well. Pour into individual kulfi molds (see Notes) and place them in the freezer to set. |

When firm, unmold and serve immediately. |
